Revised plans for shops and offices on a prime city centre site will soon be unveiled.
Brighton and Hove City Council rejected the initial scheme put forward by developers Wildmoor for the site at Air Street and North Street Quadrant, opposite the Clock Tower in Brighton.
Wildmoor believed it would create a landmark contemporary building but the planning authority said the design was poor.
Maggie Brian, the council's head of development control, has now told the planning committee a new application is expected within the next two weeks.
Members would then be able to consider it at a meeting on November 26 or December 17.
Tory Councillor Carol Theobald said the initial proposal had been a poor substitute for the Victorian buildings that had been on the site.
Wildmoor was originally given permission for a scheme that involved keeping some of the buildings in North Street Quadrant.
They were then demolished and the second unsuccessful planning application was made.
Mrs Brian said the buildings had been discovered to be in poor condition by the developers. They were not listed and planning permission had not been required for demolition.
