The debate over the use of wheelie bins in Brighton and Hove highlights a national problem.
Plastic bags are unsatisfactory so another approach is needed and wheelie bins are probably the most realistic option.
But they should be emptied regularly - possibly daily - which would require additional finance from an already stretched budget.
With landfill sites now approaching capacity, the construction of an incinerator is probably the only viable answer.
Recycling is needed but how far will the public co-operate?
Ultimately, prevention is better then cure. Do we need to generate so much refuse? The amount of packaging we use is horrendous.
