Changes are planned to a controlled parking scheme in a bid to make it more effective.
The scheme in central Hove came into effect in August 2001, following public consultation.
Now officers from Brighton and Hove City Council have carried out a review.
Environment director Jenny Rowlands said: "It has been successful in meeting its objectives, which cover easier parking for residents, support for local businesses, discouraging commuters from using the area all day for parking and improvements to public transport."
The environment committee meets on Thursday and will be recommended to change the hours of operation for permit and shared bays so they start at 9am rather than 10am.
Opinion was divided on this change but neighbouring schemes all start at 9am. Minor changes are proposed to bays in many individual streets.
