Campaigners have won their battle to stop development on a disused site near their homes.
Brighton and Hove planning committee voted seven to three against the scheme for the Hosiden Besson factory site in Gordon Road, Portslade.
Applicants BLC had proposed an office development as well as eight houses and 32 flats.
Neighbours protested that the scheme would be too crowded and cramped for the area.
Philip Naylor, for architects the RH Partnership, said before the decision: "We have changed the scheme and tried to meet people's wishes.
"We face a real housing crisis and this scheme includes affordable housing.
"It would regenerate a derelict and disused site by providing housing as well as jobs."
Steve Collier, speaking for the Vale Road Residents' Association, said: "The scale and size of the housing was just too much."
