Why is there nothing online for Brighton cemetery?

I was born in Brighton and have visited the cemetery there twice and, while they can give me plot numbers, they cannot tell me the specific spot where my mother, Beatrice Thomas, grandmother Louise Belinda and mother's sister Edith Louise are.

I also want to know where my grandfather's grave is, Frederick Francis Thomas.

I was born at 34 West Hill Road in 1928 and later moved to 3 Parkmore Terrace. Does anyone have any more information?
