Robert Kember is hoping for clearance in time to make his Crawley debut in tonight's Dr Martens League Cup final, first leg at Moor Green.
The 22-year-old midfielder, who is the son of former Crystal Palace boss Steve, has been unable to play for the Reds since signing two weeks ago due to a dispute with Basingstoke over his transfer.
Crawley boss Francis Vines said: "We did everything the right way but I won't risk playing Robert until I have it in writing that we won't face sanctions if we do. Hopefully, that will come through before the final.
"It is a frustrating situation for Robert and for us but there is too much at stake to risk having points deducted."
If Kember does get the green light he will be one of three players making their full debuts for Crawley alongside new signings Fiston Manuella and Allan Tait as Vines rests a number of key players, including Charlie MacDonald.
