Since the wheeled bins trial period started in February I have had no collection on no less than two occasions and once my bin was left upside down on the pavement.
As my property is down steps from the pavement, before the trial started I was assured that elderly and disabled people wouldn't have to struggle up and down the steps with the bin.
Having phoned the council numerous times to complain, should I be like Margo in The Good Life and refuse to pay part of my council tax?
