With reference to the BBC's programme on unfit, non-MOT'd, uninsured, banned drivers, this has been going on for decades.
Some years back, when police used to walk their beats 24/7, 365, they would put blue tickets on any vehicles that were unfit due to some obvious defect, informing the owners to report in with their vehicles.
Anyone driving without insurance was given an immediate one year disqualification from driving.
