Given John Prescott is normally a man of action, I expect the rumours are true - his prevarication over the Albion's new home is down to not wanting to upset the locals ahead of the autumn conference in Brighton.
Perhaps the club should take a leaf out of his own book. Start building the ground now and apply for retrospective planning permission.
That should turn him into a man of action again.
