An insipid Eastbourne Borough slumped to defeat at home to bottom club Welling United.
Borough had a blatant penalty appeal turned down five minutes into the second half when striker Scott Ramsey was pulled down by on-loan defender Kevin Hemsley in the penalty area.
Three minutes later, Matt Crabb pulled a shot just wide when put through by Matt Smart.
However, on 66 minutes striker Stephen Hughes headed Slatter's cross past Borough keeper Lee Hook to seal the points for the visitors.
Meanwhile, Crawley club captain Kevin Hemsley has joined Borough's victors Welling United on a month-long loan.
The defender has not featured in the starting line-up since Reds' 4-0 defeat at Accrington three weeks ago.
He said: "I have spoken to the manager and he says I need to improve on a few things, which is what I intend to do. I need to keep playing games to keep myself fit and sharp and this is a good opportunity to do it."
