Roadworks on the main route into Brighton will be put on hold during the Labour Party Conference.
Ministers and delegates driving into the city will not face the gridlock and congestion expected by residents.
Yet more works will begin on Monday on the A23, from the Preston Drove junction north to The Deneway.
But workmen will down tools from Monday, September 27, for the duration of the conference at the Brighton Centre.
Councillor Craig Turton, deputy chairman of the environment committee, said: "The £1.2 million scheme is designed to bring improvements.
"This will help cyclists through a designated cycle route, pedestrians with better crossing facilities and public transport users through better bus lanes.
"Traffic signals and lighting will also be upgraded."
Drivers have been told to find alternative routes or use public transport to avoid delays.
