Firefighters rushed to a council's headquarters when smoke was seen rising from the building.
Residents alerted emergency services to King's House, the Brighton and Hove City Council offices, in Grand Parade, Hove about 7.30am today.
Firefighters from Hove station attended but confirmed the smoke was from its cooling towers.
