Regarding the fight against climate change with the private home being a major culprit in CO2 emissions (about 40% of the total for the whole country) should it not be the case that every home should be re-evaluated for council tax banding based on not just its value but its energy efficiency?
This could be done with the band rating based on the energy performance certificate as issued by qualified energy assessors, and those in fuel poverty and the less well off could get help with efficiency upgrades via grants.
As an energy assessor myself I have seen first-hand how appallingly inefficient many homes are.
In some cases the homes assessed were emitting 13 tons of co2 annually, roughly the weight of five or six small cars.
People want the latest giant, widescreen tv but won’t spend a penny on efficiency – not even low-energy bulbs that can be bought eight for £1.
These are the people who should be penalised on their council tax.
