A three-storey house with a balcony could be built behind houses in a sought-after street.
Builders Alpha Projects want to construct the home at the back of Goldstone Villas, Hove, fronting Ethel Street.
The site already has planning permission to have an office built on it, but Alpha Projects is seeking permission from the council to build a house instead.
"A good-quality new family dwelling will be provided in a very sustainable location in a strategic development area of the city," said planning consultants Lewis and Co Planning.
"There will be no loss of offices as the permitted office building has not been constructed."

Lewis and Co said the design will be in keeping with the area as it will include brick and painted render, which other buildings in the area have.
"The proposed house reflects this arrangement," Lewis and Co said in a statement to Brighton and Hove City Council.
"The inclusion of the balcony at first floor further breaks up the façade."
It also said the house answers a "pressing local need" for housing.
Plans have been submitted to the council and a consultation is open until October 9.
