Armed police officers pinned a man to the floor on the seafront after being called to reports of a group of people with knives.
At least 11 Sussex Police officers were at the scene of the incident next to Brighton beach yesterday evening.
While most of them were arresting the man, an officer with a dog kept onlookers back from the scene.
The force said it was called to the city centre over reports of a group with knives.
The group was first spotted near West Street before heading towards the seafront.

A 23-year-old man was arrested on suspicion of causing grievous bodily harm and possession of a knuckle duster in public.

A spokesman for Sussex Police said: “Police received a report of a fight involving a group of people with knives in the vicinity of West Street, Brighton, shortly after 7pm on Tuesday, July 30.
“In order to ensure the safety of the public, armed officers swiftly responded to the scene.
“A 23-year-old man was arrested on suspicion of causing grievous bodily harm and possession of an offensive weapon (a knuckle duster) in public.
“The weapon was seized and the suspect remains in police custody at this time.
“Anyone who saw what happened or captured any relevant footage is asked to report it online or call 101, quoting serial 1308 of 30/07.”
