Police are monitoring an "unauthorised encampment" of caravans on the seafront.
Photographs show the vehicles on Hove Lawns this morning.
It comes just over a year since around 18 caravans parked in the same place.
Another camp was set up at Goring Gap last week. Caravans arrived on the village green on July 16.
West Sussex County Council served them with a notice requiring them to leave the land. The group left the site on Sunday but a new camp was then seen only 1.2 miles away at football pitches north of Goring.
A Sussex Police spokesman said: "Police were called to a report of an unauthorised encampment off Kingsway Court, Queens Gardens, Hove shortly after 7pm on Thursday (25 July).
"Officers, alongside partners, will continue to monitor the situation.
"The public are encouraged to report any crime or suspicious activity to us online or by calling 101.
"Always call 999 in an emergency."
A spokesman for Brighton and Hove City Council said: “We are aware of the unauthorised encampment on Hove Lawns and our traveller liaison team will be visiting the site alongside Sussex Police.
“Part of the visit will include a health and welfare assessment of households within the group and a discussion on next steps.
“We will work with Sussex Police and the group to find a suitable resolution as soon as possible.”
