A council is taking steps forward in dealing with a rise of 'anti-social behaviour' at houses in multiple occupation (HMOs).

Eastbourne Borough Council has commissioned a study to provide a detailed look at the future role of HMOs and brought it forward to a cabinet meeting on Wednesday.

Councillors approved steps to tackle the issues identified within the findings including those related to anti-social behaviour.

Interventions agreed by the councillors include measures to mitigate wider parking issues, a new policy that provides further criteria for applications for new HMOs and a better system for monitoring complaints.

As previously reported, in the last year the council approved the conversion of old NHS offices in The Avenue to a 13-bedroom HMO and plans are moving forward for an old care home at 13 Gorringe Road to be converted to an 11-bedroom house.

Councillor Peter Diplock cabinet member for housing said: “HMOs provide an important part of the housing offer in Eastbourne, especially for people whose housing options are limited.

“However, standards have fallen below expected levels in some areas, with properties not being properly maintained and there has been an increase in anti-social behaviour in a number of locations.

“Using these interventions and working with landlords, we aim to improve the experience of HMOs for all concerned.”
