A house could be demolished and replaced with a four-storey block of flats.
Paul de Oliveira submitted plans to Eastbourne and Lewes Councils on behalf of housing developers D and A Houses Ltd to take down a home in Kings Drive, Eastbourne, and build 20 flats.
The property, formerly owned by Eastbourne Borough Council, was once used for social housing before being brought by the developers.

In the plans, the applicant states that the new building would house 20 two-bed flats each with its own balcony or outdoor area.
The kitchen, living and dining room areas would all be open-plan.
The agent for the applicant, Paul de Oliveira, said: "The development will make efficient use of an urban brownfield site and support the regeneration of Eastbourne.
"The proposed development is of a high quality and innovative design which will positively contribute to the character of the local area."
As well as 20 flats, there would be 18 car parking spaces equipped with electronic charge points, and a disabled parking space close to the entrance of the building.
There would also be cycle parking and communal gardens.
A decision on whether to approve the plans will be made by the council by September 16.
