Angry residents have used graffiti on the streets to demand the council fixes the city's potholes.
Chichester's streets were branded with spray paint overnight.
Residents awoke on Saturday to find the pavement in West Street, outside the West Sussex County Council (WSCC) building Edes House, covered in red writing which reads: "WSCC: Fix the potholes! We pay taxes!!!"
In Orchard Street, in the roadworks area, similar writing said: "This road is an embarrassment to the city!!!"
There are several potholes in the road and repairs are patchy.
At the roundabout near Spitalfield Lane, three adjacent potholes have been circled with green spray paint and written beneath says "Taxes!??"
The pictures were posted to Facebook and many residents applauded the mystery painter.

Lynn Corbett said: "Well done to whoever is doing this. I don't think you would have enough paint for the road through Donnington on the way to Selsey."
Ben Bond said: "The potholes are not a joke anymore. I have done two tyres in this year alone. The quick fixes do not work."
Carol Steeden said: "Good on the person/people doing this. The roads are dire, the potholes are getting deeper and wider and there have been no workers fixing the road from what I've seen for quite some time."
Abbie Waington added: "I am so glad someone has done this. The roads are a joke."
Ray Fishbourne said: "Whoever is doing this, good on you but I think you are going to be busy for quite a few months."
Some put in requests for the vandal to write on other roads.
Joanna West said: "Can whoever is doing this do Swanfield Drive and Barnfield Drive, please? They patched the ones in Barnfield but they are already opening up again."
Others were less impressed with the "art".
Ali Worsfold said: "Now they will have to spend money cleaning this too."
West Sussex County Council has been contacted for comment.
