The girl reported being attacked near the Palace Pier in 2022.
Eubank, of Hill Drive in Hove, spoke only to confirm his name, date of birth and address.
Sussex Police said a girl under the age of 18 reported being raped by a man near to the pier on the evening of Friday, July 16, 2022.
Eubank was arrested soon after and charged with two counts of rape of a woman over the age of 16.
District Judge Richard Hawgood told him: "I'm sending your case for these two charges to the crown court at Lewes for trial.
"These are matters which can only be dealt with at crown court due to the nature and seriousness of these allegations."
Eubank was bailed on conditions and will next appear for a plea hearing at Lewes Crown Court on February 8.
