More than a dozen caravans have been spotted in a seaside park.
Cars are also parked on the beachside site with tables and gazebos erected nearby.
A black and white horse was also pictured chained to the grass on Goring Greensward with the caravans still on the site earlier this morning.
Around 16 caravans could be seen in one aerial image of the site with multiple people roaming the area.
The encampment is believed to have been set up over the bank holiday weekend.
A West Sussex County Council spokeswoman said: “There are currently 17 caravans parked at this location.
"All have been served with a notice requiring them to vacate the land. Should they fail to do so, court proceedings will proceed. We will continue to monitor the site together with Sussex Police."
