Missed bin collections have led to people having to clean up dirty nappies and other unsanitary items from the pavement.
People in eight streets in Hangleton, Hove, are complaining of an unreliable collection service.
Gemma Powell, manager of Hangleton Community Centre, said seagulls and foxes scavenge through rubbish if collections are missed or the bin bags are left exposed.
Brighton and Hove City Council said it would be reviewing the situation at the community centre.
Gemma said: “It’s been going on for many months. I have worked here for 12 years and it’s always been an issue but it has got worse in the last year.
“When they come to get the bins, they take the bins but not anything outside the bins. They’re making a point not collecting the rubbish next to it but that’s what the problem is.
“People say it’s disgusting, it smells and looks awful, it’s dangerous. It looks bad on me because it’s on our forecourt. It all gets blown to the corner where our doors are.
“I have picked up bloodied sanitary towels, dirty nappies, medicine.

“It’s a cubby hole area but the binmen leave the bins outside on the road. That’s how all the rubbish gets strewn across the road. When the bins are full, a collection is missed, or bins are left at the front residents still put their bin bags out which then leaves it for the foxes and seagulls, which leave the rubbish everywhere.
“I have gone out there, others have done it too. We have cleaned it ourselves, off the forecourt and path so people can have safe entry into the community centre without having to tread on rotten food and plastic.”
Roads which are said to be affected are Lark Hill, Poplar Avenue, Barnett Way, Lynchets Crescent, Dale View, Sherbourne Road, Spencer Avenue and Harmsworth Crescent, which is where the community centre is.
Nick Lewry, Conservative councillor for Hangleton and Knoll, said: “Because the bins aren’t getting collected as regularly, the wagons are getting too full too quickly. In just over ten months, we have had 13 or 14 missed pick ups in Hangleton on various streets. It isn’t good enough.
“Residents want a council tax rebate.
“People are fed up with it. Something has to stop, it can’t go on. In Barnett Way, sometimes the lorries can’t get down because of how people park but the recycling vans could get down there.
“Some people say they haven’t had recycling collected in six weeks. You should see my inbox on a Friday morning when rubbish isn’t collected on a Thursday.”
A council spokesman said: “Refuse and recycling bins were collected in this area last week.
“But we did have an issue with glass recycling collections that led to some being missed. We’re really sorry about this.
“We would always look to send a crew to clear rubbish strewn across a road when we are made aware of such incidents.
“A manager from our Cityclean team will be reviewing the situation at the community centre.”
