A van is trapped after scaffolders erected a structure around it to reach the roof of a block of flats.
The vehicle is outside Park Court in Southover Street, Brighton.
Scaffolding was put up around it as work started on the council-owned block.
A nearby resident said: "It's not the first time the van has been parked there, but I don't know who it belongs to."
The van appears on Google Maps Street View footage as far back as 2017, when the Haus On The Hill pub was known as The Southover.
A spokesman for Brighton and Hove City Council said: "The scaffold has been erected to undertake essential roof repairs.
"Our contractor has been in touch with the vehicle owner and has been advised that the vehicle does not currently run, so is not moveable.
"The vehicle owner has signed a waiver indemnifying us against damage to the vehicle during the course of the work, but we’re obviously doing everything we can to try and limit any possibility of damage."
