A frustrated resident is calling on the council to ensure recycling boxes are collected regularly.
Simon Eaton, of Stanford Road, Brighton, says he has been complaining about the recycling collection in his street for two years.
He said: "There seems to have been a partial collection going on for about two years.
"Sometimes it is picked up and sometimes it isn't and the boxes end up being used as litter bins by passers-by.
"When the boxes aren't picked up, not everybody has the space to store that extra recycling inside and so the boxes are left there and there is a constant presence of them on our street."
Mr Eaton, 40, added: "After two years I am getting really frustrated. It really is disgusting."
A spokesman for Brighton and Hove City Council said: "We wrote to all residents last year reminding them of how and when to leave their recycling for collection and we are discussing other options on how best to keep the street clean with Mr Eaton and the ward councillors."
