FOR a few years now the council has been closing the public toilets and

crying about the cost and the shortage of staff and vandalism.

Why have they not gone the way of the European public conveniences and

franchise each place out to a responsible person who like the continentals

charge a fee for using them and they clean and maintain their work place it would seem simple really.
