A MAN has slammed a council for “fly-tipping” and causing a “health hazard” after bin bags were left on the side of the road but chiefs deny leaving the mess. 

Darren Fuge, 49, was walking on Hangleton Road, past Churchill House in Hove, on Thursday 14 when he had to side-step “15 blue bin bags”. He has accused the council of leaving them there but they deny it was their fault.

Darren said he recognised the refuse sacks as ones that Brighton and Hove City Council use for public bins.

He believes that the bags were emptied from local public bins and then not removed by a bin lorry.

He said: “I saw 15 blue bags of rubbish left on the pavement and they were blocking half of the pavement. 

“These are from the public bins because the bin bags in the public bins are blue. 

“I wonder why whoever did this never took the bags away instead of littering the street with them.

“Whoever put those bags there lacks common sense where that person should have placed the bags of rubbish in a neat straight line against the wall instead of leaving them in a disgusting mess all over the place blocking half the pavement.

“More to the point, I wonder why somebody never came in a wagon to collect the bags of rubbish instead of leaving them there for the foxes and seagulls to rip open and the rubbish to end up blowing all over the place making a more disgusting mess.”

The following evening, Darren found the bags had been lined up on the side of the pavement.

Then on Saturday 16, some of the bags had been split open and rubbish had now spread across the pavement, with some now in the road. 

Darren said: “Not only is this disgusting mess a health hazard, it’s also putting people’s lives in danger because when the wind picks up it could blow an empty rubbish bag in the air. 

"The bag could land on the windscreen of a moving vehicle and cause a serious traffic accident because the driver can’t see with it stuck there.”

According to Darren, the bags were picked up on Tuesday 19, five days after they were first left. 

Darren said: “This is all the Brighton and Hove City Council’s doing and what hazardous thing could happen next? 

“To think somebody got paid after making this disgusting mess. 

“I hope this person doesn’t think it’s a good day’s work.

“Brighton and Hove City Council warns people about the penalty of fly-tipping, which is a fine. 

“But, who fines them for doing it? It’s not a good way to set an example.

“I wonder when members of Brighton and Hove City Council are going to stop contradicting themselves and do their jobs properly.”

Darren told The Argus that he did not complain about the rubbish because “it is a waste of time”.

A council spokesman said: “The bags in question certainly look like our public bin bags. “But we don’t know who put them outside Churchill House or why.

“They are not waste bags from our Churchill House housing block. 

“Our refuse team picked the bags up on Tuesday during their regular weekly round.”
