A topless man in handcuffs 'headbutted' a police officer.
Police, firefighters and paramedics were called to Warmdene Road in Brighton at 11.40am this morning.
There was a blaze reported in the first floor of a flat.
In the moments after, a man was seen outside the flats, and was asked to move across to the other side of the road.
Officers then approached him, and he was reportedly shouting at them.
Then, when he was put in handcuffs, footage shows him appearing to headbutt one of the officers.
A neighbour who recorded the footage said: "I heard the sirens which were pulling up nearby.
"Fire crews went into the house, and there was a guy without a shirt walking around on the grass verge.
"He was approached by some officers who told him to walk away across the other side of the road.
"Then when they came over to speak to him he was becoming difficult.
"They tried to restrain him, and he headbutted them, so they tackled him to the ground."
The man was reportedly given an oxygen mask and treatment by paramedics after the incident.
