Two seats have been held by the Tories on Chichester District Council.
Nick Thomas polled 805 votes and Brian Weekes polled 799 as both were returned as clear winners ahead of Lib Dems Judy Fowler and Lavinia Harvey.
Councillor Weeks keeps his seat while Coun Thomas replaces Conservative Alan Cartwright.
