Does anyone know why Brighton and Hove City Council does most of its tree cutting during spring?

The trees have just started to make the streets look more pleasant and, with the warmer starts to the year, even the birds have started nesting.

The cut trees take most of the summer to start looking attractive again instead of the heavy butchered look. Maybe this time of the year is better for the trees to be cut but I thought you should ideally prune in winter?
