A beach shelter plagued by drunks and dossers can be turned into a cafe-restaurant.
Councillors meeting on Thursday are being urged to approve the plans for Worthing promenade opposite West Buildings.
Many residents and visitors have complained about a lack of family facilities on the seafront and Worthing Town Centre Initiative hopes the scheme will help offset criticism.
The existing shelter would be demolished to make way for a building with 84 covers, a glass facade facing the sea and outside seating.
The borough council received six objections, with one arguing that the Initiative should concentrate on improving the existing Lido.
The Worthing Society conservation group supported the plans, but the Sussex Industrial Archaeology Society said the design of the 1925 shelter, one of two along the promenade, was unique in this country and should be retained.
