I note election law legislation dating back to 1766 says "lunatics and idiots" are disqualified from standing as councillors.
In view of two recent outrageous decisions made by Brighton and Hove City Council planning sub-committee, namely concerning the King Alfred and the Sussex County Cricket Ground, it seems to me some disqualified persons have slipped through the net.
