My thought on the council tax debate is to say that if Brighton and Hove City Council put suggestion boxes in place all over the city, the collective brainpower of the population might deliver quite a few of the answers.
Britain is regarded as being the most inventive nation in the world and opening up collection portals on this scale would be an interesting experiment.
Has it been done before?
