Preston Park toilets next to the Rotunda Café have deteriorated so much numerous people have lodged complaints.
Mouldy walls, chipped flooring and wall tiles as well as outdated plumbing blight the toilets that were last refurbished at least 13 years ago.
In comparison the toilets at the other side of the park, near the cricket ground are well maintained and clean.
Alan Stone, media officer for Brighton and Hove Council, said: “Of course we’d like to spend more maintaining toilets but our resources are limited.
“We spend nearly £1m maintaining and servicing our toilets every year.”
He said Brighton compares well to other cities in the UK in both the number of public toilets available and customer satisfaction.
A Rotunda cafe employee, who wished to remain anonymous, said the toilets gave a negative impression of the cafe.
The employee has previously contacted the council regarding the state of the toilets to no avail.
Jo Hawkins, a mother from London said: “The toilets desperately need improving; they ruin the lovely aesthetic of the park.”
The Preston Park Improvements Project, a scheme set up to improve the park’s facilities and has set aside £20,000 did not include the toilets.
The council has said the toilets are due to be redecorated within the next couple of months which should improve them.
